Pensacola was ranked
the worst water city
in America.

That sentence has followed this city for sixteen years, usually with the date removed and a sales pitch attached. Here is the actual study: what it measured, what it found, what it got criticized for, and what the same system looks like in today’s data. No pitch until the end of the page, and you can skip it.

The national picture

Pensacola was the headline. The study was about the country.

EWG analyzed roughly twenty million water quality tests reported by utilities across 48,000 communities in 45 states. The city rankings were a by-product of a much larger argument about how little of what is in American tap water is actually regulated.

How it unfolded

Sixteen years, one headline.

  1. 2004–2008

    The sampling window

    ECUA reports its routine compliance testing to the state, as every utility does. Of 101 chemicals tested for over the period, 45 are detected somewhere in the system.

  2. Dec 2009

    EWG publishes

    The Environmental Working Group releases a national analysis of roughly 20 million water quality tests. Ranking large systems by number of contaminants, share of tested chemicals detected, and the worst single-pollutant average, Pensacola finishes last among the 100 largest.

    The number that stuck

    Twenty-one chemicals in Pensacola water exceed a published health guideline. Not a legal limit — a health guideline. The distinction is the entire study, and it is the part that got lost in the headline.

    The counterargument

    The city pushes back. Critics note the ranking claims to cover systems serving over 250,000 people while Pensacola proper has around 57,000 residents, and that Colorado is absent from the dataset entirely. The methodology is fairly criticized; the underlying detections are not disputed.

  5. 2010s

    A second life as a sales pitch

    The ranking gets recycled endlessly by water-treatment marketers, usually stripped of its date. Sixteen years later it is still being presented as current. It is not.

  6. 2024–2025

    Where it stands now

    EPA's most recently assessed quarter shows the ECUA system in compliance with federal health-based standards. EWG's current database still flags contaminants above its own health guidelines, including a PFAS-class compound. Both things are true at once.

The worst of it

The eight groups that drove the ranking.

These are the contaminants named in the study's Pensacola summary and in the coverage that followed. The last column is the honest part: which of them a homeowner can actually do something about.

Naturally occurring in groundwater

Radioactive. Long-term exposure is associated with bone cancer and other cancers. Occurs naturally in aquifers, and concentrations can be elevated by nearby extraction activity.

Almost never present at the plant. It enters between the main and your tap, which is why the fix is at the house, not the utility.

Formed when chlorine reacts with organic matter in the source water. The tradeoff for disinfection, and the most consistently present group in chlorinated systems.

The other side

The methodology took real criticism, and some of it landed.

The ranking claimed to cover water systems serving populations over 250,000. The City of Pensacola has roughly 57,000 residents. ECUA’s service area is far larger than the city limits — the utility serves on the order of 240,000 people — but the mismatch between “Pensacola” the headline and ECUA the utility was never cleanly explained, and it made the ranking easy to dismiss.

Critics also pointed out that the dataset was missing entire states. Colorado, home to Denver and Colorado Springs, was absent. A ranking of the hundred largest systems that omits large systems is a ranking of who reported, not of who is worst.

And different publications produced different lists off the same data. Some versions put Pensacola first; others put it tenth, behind Jacksonville. When the same underlying dataset yields both results, the precise ordering is not the finding worth defending.

What is not in dispute is the detection list. Those chemicals were reported by the utility to the state. The argument was always about how to rank them, never about whether they were there.

Where it stands now

Two true statements that sound contradictory.

Statement one

ECUA water is in compliance with federal health-based drinking water standards.

EPA’s most recently assessed quarter shows the system passing. That is a real result and the utility is entitled to it.

Statement two

EWG’s current database still flags contaminants here above its health guidelines, including a PFAS-class compound.

Several federal limits have not been revised in close to twenty years, and PFAS regulation is only now catching up to what monitoring has been finding. Nationally, utilities now report 324 unique contaminants, up from 268 in 2019.

Both are true. “Legal” is a floor set by regulation that moves slowly; “clean” is a judgment you make about your own household. The gap between them is the entire reason residential water treatment exists as an industry — and also the gap that industry has spent fifteen years exaggerating.
